Outlined below are the details on how to apply for endorsements for:
- plumbers and provisional plumbers
- drainers and provisional drainers.
Scope of work: plumbers endorsements
Includes
Backflow prevention
- Testing, commissioning and maintaining backflow prevention devices.
Thermostatic mixing valve
- Testing, commissioning and maintaining thermostatic mixing valves.
Fire protection—commercial and industrial
- Installing, maintaining and testing commercial and industrial fire sprinkler systems
- Installing fire collars, if the installation is incidental to work mentioned above.
Fire protection—domestic and residential
- Installing, maintaining and testing domestic and residential fire sprinkler systems
- Installing fire collars, if the installation is incidental to work mentioned above.
Solar and heat pump hot water system installation
- Installing, maintaining, repairing, replacing and testing solar and heat pump hot water systems
- Installing fire collars, if the installation is incidental to work mentioned above.
Scope of work: drainers endorsements
Includes
On-site sewage facility maintenance
- Maintaining on-site sewage facilities.
Eligibility requirements
You will need to provide photographic proof of identification with your application.

Technical qualifications — complete either:
- CPCPWT4022 — Commission and maintain backflow prevention devices; or
- If a plumber or provisional plumber has previously held a backflow prevention endorsement, the Backflow Prevention Revalidation course completed within the last five (5) years.

Technical qualifications — complete:
- CPCPWT4023—Commission and maintain hot and heated water temperature control devices.

Technical qualifications—complete:
- Successful completion of a Certificate III in Fire Protection completed after 1 January 2011.
- Successful completion of a qualification in fire protection completed prior to 1 January 2011 if the applicant has also completed the following units of competency:
- CPCPCM2043 — Carry out WHS requirements
- CPCPFS3046 — Test the integrity of water-based fire protection systems using pressure
- CPCPFS3047 — Test and maintain automatic fire sprinklers
- CPCPFS3037 — Install residential life safety sprinkler systems; and
- CPCPFS3041 — Inspect and test fire pumpsets

Technical qualifications—complete all:
- CPCPFS3037 — Install domestic and residential life safety sprinkler systems; and
- CPCPFS4021 — Commission domestic and residential fire suppression sprinkler systems; and
- CPCPFS4024 — Design residential fire sprinkler systems; and
- CPCPCM2043 — Carry out work health and safety requirements.

Technical qualifications—complete:
- Course in evaluating and planning the Installation of solar and heat pump water systems.

Technical qualifications—complete both:
- CPCPDR4013—Design and size domestic treatment plant disposal systems
- WEP01B—Maintain and service domestic treatment plants and on-site sewage facilities.
Application fees
The endorsement fee is per endorsement.
Annual administration fee
In addition to the endorsement fee you will need to pay an annual administration fee of $75.68.
This only needs to be paid once per financial year per licensee. If you have already applied for another plumbing and/or draining licence or endorsement within the same financial year, you don’t need to pay the administration fee again.

How to apply

You will need to provide certified copies of your:
- technical qualifications
- photo identification (e.g. driver’s licence or passport).

To complete your application you need to provide us with:
- the completed form
- supporting documentation
- the application fee.
You can lodge the application:
- in person at a QBCC service centre and pay the fees by eftpos
- by mail — add credit or debit card details to the application form and post it to us with all supporting documentation.
What happens next?
A specialist QBCC licensing assessment officer will carefully assess your application and will contact you if they have questions about your application.
We will process your application within 20 days unless
- extra information is required
- information is missing from the application.
We will notify you if we require extra time to process your application (up to an extra 20 days).
Applicants who satisfy all of the necessary requirements will be granted a licence.
If your application is unsuccessful we will refund you the licence fee, however we will retain the cost of processing the application.
FAQs
An endorsement entitles you to perform specific types of work not covered under your existing licence.
You only need to apply once for each endorsement, with the exception of backflow prevention. In this case you must requalify every five years and then send us a copy of your revalidation qualification.
Plumbers, drainers and provisional licensees who want to specialise in any one of the areas listed below can apply. You will need to hold the relevant qualifications. An endorsement entitles you to perform specific types of work not covered under your existing licence.
