Meet the members of the Queensland Building and Construction (QBC) Board.
Greg Chemello, QBC Board Chair

Greg has been a Director of Boards for 30 years, and a member (now Fellow) of the Australian Institute of Company Directors (AICD) since 1992. Over the last decade, Greg has balanced a sequence of CEO and executive leadership roles with several Board positions. He is a respected, trusted leader and is widely regarded as a competent and professional advisor across Queensland’s business, government, community and political spheres.
Greg’s experience includes land use and infrastructure planning, property development, project delivery, economic development, stakeholder and community engagement and corporate governance. Over the last 20 years, his leadership has focused on public and private sector asset owners and private sector development advisory/consulting businesses experiencing substantial transformation.
Debra Robinson, Deputy Chair

Debra Robinson is an accomplished executive with a proven track record of achieving outstanding organisational and customer focused results. She has a wealth of experience in both the public and private sectors and since 2000, she has held senior executive positions, including roles as a Town Planner and Development Manager in the Building and Construction industry.
Her tenure as the Director – Major Projects and Strategic Property with Sunshine Coast Council saw her oversee the Maroochydore City Centre project and lead a significant $2.5 billion private sector investment deal with Walker Corporation.
In her current role as Director Sustainable Growth and Planning at Sunshine Coast Council, Debra has been instrumental in shaping the new Planning Scheme to ensure the Sunshine Coast's future liveability, sustainability and prosperity.
She has a consistent track record of successfully delivering agile and contemporary business models that drive efficiencies and respond to changing business needs. She is known for her innovative approach to customer-facing services and her efforts to strengthen Council’s relationship with key community stakeholders.
Debra is also passionate about exploring tailored opportunities that elevate development and community response services, ensuring exceptional customer experience.
In June 2024, Debra was appointed as the Interim Chief Executive Officer of Sunshine Coast Council, where she was dedicated to maintaining Council’s positive culture and providing stability during the recruitment of a permanent CEO. A position she held for six months. In this capacity, she was committed to serving the community, focusing on customer needs, building trust and promoting sustainability.
Debra's academic credentials include formal town planning qualifications, a Master of Business Administration, and she is a Graduate of the Australian Institute of Company Directors. She has also held a number of board positions and is currently on the external advisory committee of the Urban Design and Town Planning Program at UniSC.
Her exceptional contributions to her field were recognised in 2006 when she was awarded the Outstanding Business Woman of the Year by the Sunshine Coast Business Women’s Network.
Amelia Hodge

Amelia brings a powerful combination of legal, governance, risk management and human-centred stakeholder and commercial skills across private and public sectors, professional services, construction, insurance, energy, industry bodies and infrastructure projects.
With extensive career experience, direct P & L responsibility, broad Australian and global networks and political advocacy expertise, Amelia brings strength and energy to all that she applies attention to.
Amelia has Chair and NED experience on a range of diverse Boards and Finance, Risk and Audit Committees in the public and private sector, including global V20 leadership positions.
In her consultancy days, Amelia acted as transaction director on multiple government infrastructure projects of economic significance and has worked within the oil, gas, energy and transmission sectors.
Amelia was honoured to serve on the Council for the Order of Australia for 4 years for the Office of the Governor General.
Over 30 years, Amelia has served a range of charities advancing the lives of women and children, in addition to mentoring hundreds of young professionals and leading diversity equity and inclusion initiatives. Additional advisory board and pro bono volunteer activities have included the engineering, NFP & Arts Sectors and several start-ups.
Sally Noonan

Sally is an experienced executive leader and strategic thinker with an extensive career spanning the public, private and not-for-profit sectors. She has served in CEO, Deputy Director-General, and Chief Economist roles within the Queensland Government. In these roles she established a track record of delivering value, excellence and innovation in organisational strategy, economic development policy, infrastructure and transport planning, insurance governance, and social inclusion.
Sally's recent focus has been to apply her strategy and governance expertise to improve the effectiveness of varied 'for purpose' government and non-government organisations including through roles such as Non-Executive Director, Chair and Member Audit and Risk Committee, Member Governance Committee, and Principal Strategy Consultant. She enjoys navigating complexity to deliver better outcomes in diverse sectors including homelessness, child protection, landholder engagement, Aboriginal and Torres Strait Islander partnerships, youth justice, student accommodation, and building regulation.
Miriam Kent

Throughout an international career spanning three decades, Miriam has achieved commercial success across the public, private and not-for profit sectors in Australia and the United Kingdom.
She brings this extensive expertise to several not-for-profit Board positions, including with St John Ambulance Queensland and WorkHaven. Miriam is also passionate about shaping Queensland’s future and holds leadership and advisory roles on the Queensland Futures Institute Futures Council and the City Vision Sub-Committee of the Committee for Brisbane.
As Chief Executive Officer of Gallipoli Medical Research (GMR), an independent research institute located in Brisbane, Miriam leads internationally renowned researchers who conduct pioneering research and clinical trials that address contemporary health issues among veterans, their families and the wider community.
Miriam brings extensive governance experience, in addition to her transformative leadership, expertise in driving strategic change and operational excellence, and a lifelong passion for the community and NFP sectors to the QBC Board.
Gerard Benedet

Gerard Benedet is an experienced executive and company director with strong governance credentials and a proven record of operating in highly regulated environments, engaging with government, and overseeing complex policy and service delivery reforms. He brings deep experience in public accountability, risk management, stakeholder engagement, and strategic decision-making relevant to a statutory authority board.
Gerard has served in senior executive leadership roles since 2019, including as Queensland Branch Director and subsequently Executive Director of a Pharmacy Guild of Australia, a national member based registered organisation. In these roles, he has been responsible for organisational performance, regulatory compliance, financial oversight, workforce leadership, and the delivery of outcomes in partnership with state and federal governments. He has worked directly with Ministers, central agencies, regulators and industry participants to design, implement and govern major reforms, ensuring alignment with legislative frameworks, public interest objectives and operational capability.
Gerard’s earlier career includes senior executive and governance-adjacent roles across the public, private and not-for-profit sectors, including at News Corp Australia, Careers Australia, and the National Rugby League. He has also held senior advisory roles at the highest levels of government, including Chief of Staff to the Queensland Treasurer and to the Leader of the Opposition, providing him with a strong understanding of statutory decision-making, Cabinet and Budget processes, public sector governance standards, and the expectations placed on board directors of government bodies. Gerard was the inaugural National Director of not-for-profit advocacy organisation Advance Australia.
Gerard holds qualifications in international studies and commerce and is a Graduate of the Australian Institute of Company Directors (GAICD).
Chris Mountford
Appointed 1 December 2025
Chris is CEO of Independent Schools Queensland, with a strong background in property, infrastructure, and economic policy as the former Queensland Executive Director of the Property Council of Australia.
